New Jersey’s electric bicycle law, the most restrictive in the country, takes effect on Sunday, July 19, mandating new licensing, registration, and insurance requirements.
All e-bikes now require both registration and a driver’s license to ride anywhere in NJ, with Class 2 and 3 e-bikes also requiring an insurance policy.
Individuals who already have a valid driver’s license (ages 17 and up) do not need a separate license to ride an e-bike. Anyone who does not already have a driver’s license must complete a multi-step process that includes obtaining a permit, passing a knowledge test, practicing e-bike operation, and passing a road test before receiving their license to legally ride an e-bike. Individuals under the age of 18 will also need to provide a completed parent consent form if a parent or guardian is not accompanying the minor at their appointment.
There is a six-month grace period until January 2027 before the law will be enforced.
● Age Limits: Riders must be at least 15 years old. Teens aged 15 and 16 require a motorized bicycle license, while those 17 and older need a standard driver’s license.
● Licensing & Registration: All e-bikes must be registered. You can schedule registration and licensing appointments through the NJMVC.
● Insurance: E-bikes reaching up to 28 mph require insurance, while low-speed e-bikes maxing out at 20 mph do not.
● Helmets: Mandatory for all riders, regardless of age.
● Rentals: Renters aged 16 and older do not need a driver’s or e-bike license to ride low-speed e-bikes.
“We’ve worked hard to update our processes and resources to begin issuing licenses and registrations for e-bike riders in New Jersey,” said Acting NJMVC Chief Administrator Rosalie Johnson.
“We strongly encourage e-bike riders to utilize the guidance on the NJMVC’s website to familiarize themselves with new requirements for safe and legal e-bike operation, and to book appointments, as needed, to get their registration and license.”
